Why can’t I find the last card to complete a set?

The cards you get in packs are random. 

Seasonal cards have different rarity levels that are reflected on a scale of 1 to 5 stars, with 5 stars being the rarest.

Packs are divided into 6 levels: Beginner, Classic, Magical, Royalty, ExtraRare, and Diamond. Each level contains a different amount of cards with different rarity levels:

You might still get cards of sets you’ve already completed, which can be accumulated and traded with friends or swapped for rewards, which could be a combination of Gems and Bonus Cash, in the DupliCards section.
